S Tier

Holiday Revolver

Its C-ability deals single-target earth damage with a maximum modifier of 800%, which I find great in my humble opinion. This marks the first earth single-target weapon in the game and also the first physical earth damage weapon. I had a feeling this weapon would eventually become available. Finally, I can stop trying to craft the perfect Quake/Quake Blow materia. It was truly frustrating not having a dedicated earth damage dealer with a corresponding earth weapon and gear.

Bald Eagle

Bald Eagle deals non-elemental physical damage to one enemy while reducing ice resistance. It's one of the best weapons for increasing physical attack and also boosts ice potency. With its high attack base stat, it's a top choice. The third support materia slot increases ice damage by 30%. Adding a Blizzara Blow materia there makes Lucia a formidable force. It pairs well with her Black Rifle for a physical attack build and can also be used as a sub-weapon for physical damage dealers like Cloud. It's 100% worth investing in and deserves a spot on your wishlist.

Barn Swallow

Barn Swallow is one of the few weapons that can deal bonus damage to diamond sigils. It's worth investing in just for this unique feature. It boasts a fairly high physical attack base stat. However, the abilities don't quite match since they increase magic attack and lightning resistance. Despite this, it also deals physical non-elemental damage to a single enemy with a crit rate of 10%. This makes it a great sub-weapon for mages.

Black Rifle

The Black Rifle is another one of Lucia's unique weapons. This one has the ability to cause silence, and some bosses are not immune to it, so take advantage of that. It deals physical non-elemental damage to a single enemy with a 10% crit rate. Additionally, it boosts physical attack and critical potency. Both of these are offensive abilities that complement the stats of this weapon. With its high physical attack base stat, it can serve as both a primary weapon or a secondary weapon alongside her Bald Eagle. It's also a great sub-weapon for physical damage dealers. Overall, it's one of the best weapons to invest in and possibly overboost.

A Tier

Mad Minute

Mad Minute has fairly average base stats, which is understandable since it's a support weapon. It decreases the magic attack of a single enemy while dealing physical non-elemental damage. It provides some survivability with its HP boost and some damage with the ability potency boost. This is a good investment if you don't have any other debuffer on the team. However, it's not particularly useful as a sub-weapon for boosting HP since the Tonberry weapons do a better job.

Pulse Gun

The Pulse Gun deals AoE magical wind damage and boosts both attack and wind potency. It's a really good niche weapon, especially when the stage requires wind damage. The third support materia slot increases o sigil damage, making it a good sub-weapon for increasing attack if the unit is already capped in physical or magical attack. It pairs well with the Barn Swallow for a mage build.

Rifle of Levin

This is a free and farmable weapon from Ramuh. It deals single target lightning damage based on magic attack. It also increases water resistance and attack. It's worth investing in at higher star levels and pairs well with the Barn Swallow for a mage build. It's also a good sub-weapon for boosting water resistance.

Serpent Eater

Serpent Eater deals physical water damage to a single enemy and has a fairly high magic attack, though average physical attack base stats. It boosts HP and water potency. It could have been a great water DPS weapon, but the first ability brings it down, and the base stats don't align well with the damage type of the weapon. It can be a good investment against Ramuh but is limited in use in other content. It can also boost HP as a sub-weapon.

SSR1976

This weapon has a fairly high magic attack base stat and turns Lucia into a magic defense buffer for a single target. It also heals a bit of HP, boosts HP, and lightning potency. Its third support materia slot increases buff/debuff time by 20%. Slotting a barrier materia in there allows Lucia to buff both defenses. However, I wouldn't recommend investing in this weapon unless you really need the magic defense buff.

Tranquilizer Gun

Tranquilizer Gun is Lucia's self-healing weapon that also removes poison and darkness. It has average base stats, except for healing potency. It boosts healing potency by a significant amount and ability potency. This is a good investment for a healer sub-weapon and might have use for Lucia in solo clears or farming with two underleveled characters.

B Tier

Pumpkin Blaster

f you don't have any good weapons to boost heal potency, then yes, it's a good option. If you do, I would suggest leveling it up for the missions. When combined with the Chocobo Staff and a weapon like the Fairy Tale, it still falls short of reaching 'Boost Heal' level 7. It's even worse on Lucia with her Tranquilizer Gun, Pumpkin Blaster, and Chocobo Staff.

V39

V39 deals AoE physical non-elemental damage and boosts attack and fire resistance. It has a fairly high physical attack stat. Placing materia in the third support materia slot boosts ice ability damage by 30%. However, it's not really worth investing in since there are better ice weapons available for her.
